Does the Hadith: "One judge is in Paradise and two are in the Fire" refer only to judges in courts, or does it include everyone entrusted with investigating and arbitrating between people, such as a traffic officer, a police officer, or a teacher?

A judge is one who resolves disputes, clarifies the Sharia ruling, and enforces it. His work is based on informing of the Sharia ruling and obligating its implementation. This includes judges appointed in courts, those whom two disputing parties agree to arbitrate between them, a teacher who arbitrates between students and obligates them to abide by his rulings in disputes or correcting exams, a company manager who arbitrates between employees, and a traffic policeman who arbitrates between disputing parties in an accident. Whoever judges between people, and his judgment is binding upon them, if he judges with ignorance and injustice, he is in the Fire. If he judges with knowledge and justice, he is in Paradise.
