What is the correct way to deal with a disobedient person who openly commits sins?

A Muslim detests sin, and if he sees his Muslim brother committing a sin, he should condemn it, advise him, pray for his guidance, and seek forgiveness for him, without aiding Satan against him by supplicating evil upon him or belittling him. This is based on the Prophet's (peace be upon him) statement to someone who invoked curses upon a wine-drinker: "Do not say this; do not assist Satan against him. Rather, say: May Allah have mercy on you." However, if the sinner is openly defiant and boasts about his sin, then he should be condemned and hated for Allah's sake to the extent of his sin, and he should be shunned. All means should be employed to deter him, and he should be publicly punished, because he has angered his Lord by his open defiance and has exposed Allah's covering over him. A distinction is made between one who was overcome by his lower self and did not openly defy, and one who openly defied and was stubborn. The first should be advised and prayed for, while the second should be condemned, shunned, and people should be warned against him.
