The purpose of istinja' (washing after defecation or urination) is to remove impurities and cleanse the area. If it is highly probable that the force of the water is sufficient to remove the impurity, then using the hand is not a condition. However, if cleanliness cannot be achieved except by using the hand, then it must be used. It is stated in "Ar-Risala" by Ibn Abi Zayd al-Maliki that istinja' with water is performed by continuously pouring water and rubbing the area with the hand until it is clean. It is mentioned in "Dalil At-Talib" that purification with water is achieved when the roughness of the area returns to what it was before the excretion, along with continuously pouring water and relaxing slightly.
