Did Ibn Baz believe in excommunicating a specific individual and not excusing the ignorant in matters of Tawhid (monotheism), such as one who seeks help from prophets without the establishment of proof against them, especially in countries like Russia and Dagestan where ignorance of Tawhid is widespread?

Shaykh Ibn Baz does not excuse ignorance regarding the fundamentals of religion (usul al-din) and dedicating worship to other than Allah the Almighty, except for someone who lives in a non-Islamic country and to whom the call (da'wah) has not reached. Such a person is excused due to the lack of da'wah reaching them, not merely due to ignorance. As for someone who lives in Islamic countries, they have heard of the Messenger, may Allah bless him and grant him peace, and therefore their ignorance is not an excuse concerning the fundamentals of faith.

However, regarding issues that might be unknown to some people, such as certain rulings of prayer, zakat, or Hajj, ignorance may be an excuse in these matters.

The ignorant person is to be taught, and whoever is proven to have committed an act that necessitates disbelief is to be declared a disbeliever.
