What is the ruling on money taken by a person from the municipality in exchange for providing a maid for his sick mother, while there is no maid, and he lies to the municipality about that? And what is your advice to him?

This money he takes from the municipality is forbidden, as it is wrongfully consuming people's wealth. He must return it to the municipality unless they permit him to own it and spend it for another purpose. Let him know that the sanctity of public funds is like the sanctity of private funds, but even greater. The Prophet, peace and blessings be upon him, said: "Indeed, men who delve into Allah's wealth without right shall have the Fire on the Day of Resurrection." As for the charitable acts he performs, there is no harm in that.
