Does applying henna to the hair prevent ablution, and can one perform ablution and prayer with it on?

If henna forms a layer that prevents water from reaching the hair, then ablution (wudu') is not valid in its presence, and it must be removed. However, if it does not form an insulating layer, then there is no harm in wiping over it.
