A husband is permitted to travel alone if he feels secure about his wife and children and does not fear any harm befalling them. The presence of a mahram (definition) is not a condition for a woman's residence, but rather her safety is the condition. Ibn Qudamah said: "Her mahram should accompany the woman until he settles her in a place, then if he wishes, he may return if he feels secure about her." Ibn Baz mentioned that a woman residing in a country without a mahram poses no harm or difficulty if it is a safe situation. Muslims are advised to reside in Muslim countries due to the dangers that residing in non-Muslim countries pose to one's religion and morals.
