Is it permissible for a girl to masturbate without penetration due to intense sexual urges that cause her distress, knowing that she does not look at anything that incites lust, and what should she do?

Masturbation, or self-abuse, is forbidden in Islamic law, and it is not permissible to engage in it no matter how strong the desire. It is not allowed except out of necessity. Whoever experiences strong desires must repel them through lawful means, such as fasting, avoiding solitude, accompanying the righteous, attending lessons of knowledge and circles of remembrance, striving in supplication, and seeking to marry whenever it becomes feasible.
