Is it permissible to look at a female neighbor over sixty years old if her neck and feet are uncovered, and at some visible strands of women's hair, and at the faces and hair of Coptic women when dealing with them?

It is more cautious for an elderly woman to cover herself, revealing only her face and hands. As for looking at her, it is a matter of scholarly disagreement. There is no dispute regarding the prohibition of looking with lust or when lust is found. However, without lust or intent for pleasure, the majority of jurists permit looking at her face and hands if she is not desirable and not displaying adornment, basing their view on the words of Allah Almighty: ﴿And the elderly women who no longer expect marriage – there is no blame upon them for putting aside their outer garments while not displaying adornment. But to modestly refrain is better for them. And Allah is Hearing and Knowing.﴾ [An-Nur:60], provided that they are not displaying adornment. However, if some strands of her hair are visible, it is not permissible to look at her uncovered face, let alone her hair, due to the words of Allah Almighty: ﴿Tell the believing men to reduce [some] of their vision﴾ [An-Nur:30], and the hadith "Avert your gaze." It is permissible to look at the face only when dealing with her out of necessity, provided there is no fear of temptation.
