Is it permissible for a woman to look at a woman whose hair is uncovered?

It has been previously explained that the 'awrah (intimate parts) of a woman in relation to another woman is from the navel to the knee. Therefore, there is no harm for a woman to look at another woman whose hair is uncovered and who has uncovered what is not considered 'awrah, provided that this is done without lust and with assurance that there will be no fitnah (temptation/strife).
