Is it permissible for common people to take anything from public funds, such as stealing electricity, while the ruler is aware of the thefts of public funds and overlooks them, and squanders public funds on his whims, from which infidel nations benefit?

It is incumbent upon the ruler to spend public funds on the welfare of Muslims and to alleviate the needs of their poor. He is not permitted to monopolize these funds or misuse them. However, his monopolization or misuse of them does not legitimize their theft or misuse by others.
