Is the husband Islamically entitled to demand that his wife enable him to (kissing, suckling the breast, touching the private parts) before the wedding night, given her refusal?

You were right to refuse the suitor's request before the marriage contract, because he is a stranger to you. After the contract, you become his wife, and what is permissible for a husband from his wife becomes permissible for him from you. However, you have the right to refuse him until he pays you the immediate portion of the dowry. If there was an agreement to postpone the consummation, the husband must fulfill it. Consummation should be expedited as much as possible.
