What is the ruling on insuring a car driving license, where the insurance company bears the damages of the second party in the event of an accident?

It is not permissible to insure a license if it is optional, because it is a purely commercial insurance based on ignorance ( جهالة ), uncertainty ( غرر ), gambling ( ميسر ), and devouring people's wealth unjustly. The majority of scholars prohibit it. However, if the insurance is mandatory and without consent or choice, then it is permissible to insure the license, and the sin falls upon the one who enforced it. The insured must not take more than what he paid.
