What is the ruling on one who smokes in the open?

Smoking is forbidden due to the certain harm it causes to the health of the smoker and those around him. There is no difference in its prohibition between smoking in the open or elsewhere, whether the open space is a restroom, where it is considered defiling and its smell offensive, or a vast place where no one is near the smoker. The prohibition stands because of its harm to the smoker and its pollution of the air.
