Is it permissible to take out an interest-bearing loan to buy a home for dwelling, given the difficulty of obtaining a loan from an Islamic bank and the dire need for a home?

Borrowing with usury is forbidden by Islamic law, as the Prophet, peace and blessings be upon him, cursed the one who consumes usury, the one who feeds it, its scribe, and its two witnesses. It is not permissible to engage in it except when there is a compelling necessity, which is a state of danger or severe hardship where there is a fear of harm befalling one's self, limb, honor, intellect, or property. For someone who owns a dwelling or can secure one through rent, it is not permissible for him to borrow with usury to purchase it. Allah has promised the pious a way out and provision from where they do not expect.
