Does applying hair-strengthening spray while fasting break the fast?

Applying the aforementioned spray does not invalidate the fast, and this is the statement of the Permanent Committee for Issuing Fatwas: "Whoever applies kohl during the day in Ramadan while fasting, their fast is not invalidated, and similarly, whoever oils their head during the day in Ramadan while fasting, their fast is not invalidated." It is also the statement of Ibn Baz: "Rinsing the mouth with soap does not harm the fasting person, and oiling limbs like the head with oil or other fats, all of this does not harm the fasting person."
