Is it permissible to anoint the testicles and penis with olive oil on which Qur'an has been recited, with the intention of assisting in conception?

There is no harm in a man anointing his penis and testicles with oil over which Qur'an has been recited, with the intention of treatment, provided the area is clean. We recommend frequently making supplications, remembering Allah, and seeking forgiveness, for Allah, the Almighty, says: "And said, 'Ask forgiveness of your Lord. Indeed, He is ever Forgiving. He will send [rain from] the sky upon you in [continual] showers and give you increase in wealth and children and provide for you gardens and provide for you rivers.'"
