The intended meaning of "lack of accord" is that if the will of two gods were to differ, the prevailing one would be dominant and the other subdued. The subdued one would then be unfit for godhood. The universe is orderly and free from defect, which indicates that its orchestrator is one. If there were multiple orchestrators, they would conflict and oppose each other. If one of them willed something and the other willed its opposite, the fulfillment of both their wills simultaneously would be impossible. The fulfillment of one's will without the other's indicates the other's weakness, and Allah is the sole Dominant One. And if two gods were to agree not to differ, this would imply the weakness of one of them compared to the other.
