We have clarified the regulations under which the state may impose taxes in excess of on its capable citizens. If these regulations are met, obedience to the rulers regarding what they have imposed becomes obligatory, and evading it is not permissible. However, if these regulations are absent, then taking wealth becomes an unjust act without right. In such a case, it is legislated to repel this injustice, even with falsehood. Indeed, some scholars have explicitly stated the obligation of lying to save a Muslim or their wealth.
