What is the ruling on the imam reciting from scattered parts of the Qur'an during Tarawih prayer?

The best approach for Tarawih prayers is to complete the entire Qur'an so that people can hear all of it. Imam Ahmad preferred that an imam leading prayers should complete the Qur'an with them. However, striving for humility and tranquility takes precedence over completing the recitation. The imam should consider the condition of the congregants, not prolonging the prayer to the point of causing them aversion. Rather, he should encourage them to pray by making it light while still completing the prayer. It is permissible for the imam to recite from different parts of the Qur'an, though reading a full surah is more complete.
