Is the intention to fast valid and sufficient if a person says: "If tomorrow is the first of Ramadan, then I am fasting," in the event that the beginning of Ramadan has not been announced and he went to sleep early?

The jurists differed on the validity of the fast of one who intended to fast on the Day of Doubt by saying: "If tomorrow is from Ramadan (definition), then it is my obligatory fast." The majority (Malikis, Shafi'is, and Hanbalis) are of the opinion that his fast is not valid, because the intention must be decisive and specific for Ramadan. Whereas the Hanafis are of the opinion that his fast is valid, and this is a narration from Imam Ahmad chosen by Sheikh Al-Islam Ibn Taymiyyah, because the time in Ramadan is specific, and the hesitation in the intention here is based on the uncertainty of the beginning of the month, not on hesitation regarding the fast itself.
