Is it permissible to falsify a certificate of experience for a governmental body in order to include previous years of experience that were not counted?

Taking an experience certificate from an entity other than the employer is forbidden forgery, due to the Almighty's saying: "So avoid the word of falsehood," and the Prophet's (peace be upon him) saying: "Beware, and the word of falsehood and false testimony." Forgery is describing something contrary to its reality. If the worker deserves an experience certificate, he should request it from his original employer. There is no harm in paying money to obtain it if that is the only way to secure his right.
