Falsifying an experience certificate or a license, whether in specifying the level or the number of years, is considered a clear lie and one must repent from it. Paying money to take an exam is not sinful if you meet the conditions, and the sin falls on the one who requested the money. However, it is not permissible to apply for that job or any other with falsified documents, due to the lie involved and the violation of conditions. Fear Allah and do not lie, and remember His saying, the Almighty: {And whoever fears Allah - He will make for him a way out And will provide for him from where he does not expect} [Quran 65:2-3], and the saying of the Prophet, peace and blessings be upon him: "And do not let the delay in provision lead you to obtain it through disobedience to Allah, for what is with Allah cannot be attained except through obedience to Him," and "Indeed, you will not abandon anything for the sake of Allah, the Exalted and Glorious, except that Allah will replace it with something better for you than it."
