Is it permissible to combine and shorten prayers in Huraymila, which is about 60-70 km from Riyadh, especially when staying there for a period of up to five days or a month, and does the concession of travel apply to it?

There is much disagreement and many sayings about the distance that permits shortening the prayer during travel, and the duration for which a traveler is allowed to avail themselves of the travel concessions. The most probable opinion is to adopt the view of the majority (jumhur (definition)), which states that whoever travels a distance less than four burud (approximately 83 kilometers) from the last building of their town to the first building of the destination town, does not avail themselves of the travel concessions. This opinion is more cautious and absolves one of responsibility. Likewise, whoever intends to reside for four days or more in a town does not avail themselves of the travel concessions, because they have the ruling of a resident. This opinion is more absolving of responsibility because shortening the prayer is a sunnah (definition) according to the majority, and praying in full is permissible. So, whoever prays in full, their prayer is valid. However, whoever shortens their prayer when the conditions for shortening are not met, their prayer may not be valid. There is no blame upon one who is capable of examining the evidence and finds a specific opinion to be more valid, or who emulates a trustworthy scholar who issues a fatwa (definition) according to one of these opinions, because the matter involves ijtihad (definition) (independent reasoning). Accordingly, if the distance between the outskirts of the two towns is less than four burud, then shortening the prayer and availing oneself of travel concessions is not permissible according to the majority, and the distance is calculated from the outskirts of the town. However, if the distance exceeds four burud, then it is permissible to avail oneself of the concession of shortening, unless one intends to reside for four days or more. There is no blame on your friend if he is emulating a trustworthy scholar.
