What should someone do who lives in a foreign country where they pray four rak'ahs as the Sunnah of Dhuhr before Jumu'ah on Friday, between the Adhan and the Khatib ascending the minbar, while he knows that there is no Sunnah of Dhuhr before Jumu'ah on Friday? And is it permissible for him to pray this Sunnah with them?

Scholars have differed regarding the existence of a pre-Jumu'ah Sunnah (definition) (supererogatory prayer). The Hanafis and one opinion among the Shafi'is hold it to be sunnah, while the preponderant view is that there is no pre-Jumu'ah Sunnah. This is what Ibn Taymiyyah stated and attributed to imams such as Malik, Al-Shafi'i, and most of Ahmad's companions.

It is recommended for one who follows those who consider it sunnah not to intend it as a pre-Jumu'ah Sunnah but rather as an absolute voluntary prayer. This promotes unity of hearts and brings people together. A Muslim may abandon a recommended act if performing it leads to a predominant harm, just as the Prophet (peace be upon him) refrained from rebuilding the Kaaba on the foundations of Ibrahim to accommodate the Quraysh.
