Is it permissible for common people to hit someone who assaults a woman by hitting, harassing, or verbally abusing her, even if the intention is revenge and anger, not to aid the oppressed, and can his evil be repelled without that?

In cases of aggression, what is prescribed is to support the victim and restrain the aggressor. However, punishing the aggressor is the prerogative of the ruler, not individual people. This is similar to the case of an attacker (ṣāʾil): he should be repelled with the lightest means, and if that stops him, then his punishment is for the ruler to decide.
