Tampering with one's organ for pleasure is a forbidden form of masturbation, even if ejaculation does not occur or is not intended. As for breaking an oath, it depends on your intention at the time of swearing. If you intended to completely abandon this practice, then expiation is required of you. However, if you intended to abandon only the practice that leads to masturbation, then there is no breaking of the oath on your part. It is advisable to stay away from this practice as it is among the vile sins and weakens strength.
