It is permissible to give zakat to siblings to pay off their debts because a son is not obligated to pay off his siblings' debts. However, it is not permissible to give them zakat for their poverty if their maintenance is obligatory upon the zakat giver, unless the giver is unable to provide for them.

If it is permissible to give zakat to the mother and siblings, then the rent can be paid from zakat. If it is not permissible for the mother but permissible for the siblings, then it appears permissible to give them the full rent from zakat as if they are voluntarily housing their mother.
