Is it permissible to delay paying Zakat while awaiting the arrival of a specific eligible recipient to the same area?

Zakat (definition) becomes obligatory immediately upon the completion of its year (hawl) on the threshold (nisab (definition)), and it is not permissible to delay it. This is because the command concerning it implies immediacy, due to the needs of the poor, and because it is recurring, like prayer and fasting. However, it is permissible to delay it for a short period for an overriding benefit, such as the absence of a deserving recipient, or awaiting a relative, someone more in need, or someone more righteous. It must be separated from the wealth, and it is preferable to appoint the poor person as an agent to receive it.
