What is the ruling on executing a deceased person's will for his brother to marry and care for his widow, knowing that the brother is married and has four children?

Such a will is not obligatory to fulfill. However, if the brother and the widow agree to marry after the 'iddah period has ended, and her guardian approves, then there is no impediment to that. Each of them has the right to refuse.
