Is the Talbiyah to be recited before Ghusl and putting on the Ihram, or after them, or when putting on the Ihram? And how is it that verbalizing the intention for Umrah and Hajj is considered a recommended act, while the Messenger of Allah, peace and blessings be upon him, commanded saying: "Labbayka Umrah" or "Labbayka Hajj"?

It is sunnah for the pilgrim in a state of ihram to perform ghusl (ritual bath), cleanse oneself, apply perfume, wear two white garments (izar and rida'), pray two rak'ahs, and then make the talbiyah with the specific ritual they intend. It is best to enter into ihram when one's riding animal sets off, or when one begins walking, or immediately after prayer. It is recommended to start the talbiyah immediately after entering ihram, or when mounting the riding animal. This is a sunnah according to the Shafi'is and Hanbalis, while others consider it obligatory or a condition for ihram. The talbiyah is an outward manifestation of the ritual and not an articulation of the intention.
