Competition and betting on horses are originally permissible, according to the Prophet, peace and blessings be upon him: "There is no sabaq (prize for racing) except in archery, or hoof (horses), or paw (camels)," provided that the prize comes from a third party other than the competitors, or that one of the competitors pays the money and says to the other, "If you beat me, it is yours, but if I beat you, then I owe you nothing and you owe me nothing." Alternatively, the money could be from the competitors, with another person among them who takes this money if he wins and does not lose anything if he is beaten.

If these conditions are not met, or if the betting is on predicting who will win, then it is impermissible and constitutes prohibited gambling. Therefore, if the race does not meet the aforementioned conditions, working for that institution is not permissible.
