Is it permissible to substitute a vow to sacrifice a young camel for sacrificing sheep, and how many sheep are equivalent to a young camel?

One must fulfill a vow exactly as it was made by the one who vowed it, based on the Almighty's saying: "And let them fulfill their vows," and the Prophet's (peace be upon him) saying: "Whoever vows to obey Allah, let him obey Him." It is not permissible to deviate from a vow or substitute it with something else, unless the substitute is better. Therefore, it is not permissible to substitute a vow of camels with a sheep from goats, unless one is unable to obtain it. In such a case, one should slaughter a cow, and if a cow is not available, then seven sheep should be slaughtered, because a cow and a large camel (badanah) are equivalent to seven sheep in ritual sacrifices, based on the hadith (definition) of Jabir ibn Abdullah: "We slaughtered with the Messenger of Allah (peace be upon him) in the year of Hudaybiyah, a large camel for seven and a cow for seven." Sheikh Khalil said: "And the obligation of a large camel (badanah) by vowing it; if unable, then a cow; then seven sheep."
