Is it legislated for a Muslim residing in his home – where he cannot see the crescent moon – to recite the supplication for sighting the crescent moon?

It is from the Sunnah for one who sights the moon to supplicate with the prayer narrated from the Prophet, peace and blessings be upon him: "O Allah, bring it forth upon us with security and faith, and safety and Islam. My Lord and your Lord is Allah." The moon can be sighted and the supplication made upon sighting it on the first, second, or third night, but it is not obligatory.
