What is the ruling on reporting the sighting of the new moon to the ruler according to the four madhhabs and others; is it obligatory or recommended?

The Malikis hold that it is obligatory for an upright person, whose testimony is likely to be accepted, to report the sighting of the crescent moon to the ruler. Al-Lakhmi, however, preferred Ashhab's view that it is only recommendable for someone who is not upright. As for the Hanafis and some Shafi'is, they made seeking the crescent moon an obligatory communal duty (fard kifaya) due to the legal rulings that depend on it. Sheikh Ibn Baz issued a fatwa stating that it is obligatory for anyone who sights the crescent moon to inform the Sharia court, based on the verses about cooperation in righteousness and piety, the hadiths about hearing and obeying, and the hadiths about fasting, breaking fast, and performing rituals based on sighting.
