Sheikh al-Islam Ibn Taymiyyah cited the absence of an explicit prohibition from the Prophet, peace and blessings be upon him, regarding a menstruating woman reciting the Quran, and that women used to menstruate during his time and he did not forbid them. The Permanent Committee for Ifta, Ibn Baz, and Ibn Uthaymeen affirmed the permissibility of reciting by heart or from the Mus'haf with a barrier, and that she is not to be analogized to one in a state of major ritual impurity (junub) due to the prolonged duration of menstruation. It is also permissible for her to perform Ruqyah (exorcism/healing through Quranic recitation) with the Quran.
