Is one who, out of idleness, fails to make up missed prayers, despite knowing that making them up is obligatory, considered a disbeliever? And does the category of explicitly stating an intention not to make up what was missed apply to him?

We issue a fatwa that one who abandons prayer out of laziness does not commit disbelief that expels him from the fold of Islam. This is the view of the majority of scholars. Fatwa no. 99266 was not an endorsement of this view, but rather an explanation of the extent of abandonment that constitutes disbelief according to those who hold that opinion. According to the view of the majority, there is no place for the questioner's inquiry, especially since his last state was diligently performing prayers, and he only needs to make up the missed ones. There are those who consider abandoning the performance of prayer, without intending to make them up, as an act of disbelief, but this is a weak opinion even among those who consider one who abandons prayer out of laziness a disbeliever. Shaykh al-Islam Ibn Taymiyyah mentioned that it is more likely that such a person does not commit disbelief inwardly either, unless he resolves to abandon it completely.
