Is it permissible for a girl to change her guardian (wali) if her father rejects all suitors, including her maternal cousin whom she wishes to marry?

What the father is doing by rejecting his daughter's suitor without a valid reason is a forbidden 'adhl (unjust prevention of marriage) and clear injustice. If a suitor of good character and religious commitment proposes to his ward, and she accepts him, then it is obligatory for him to marry her off to him. There is no consideration given to whether he is Bedouin or urban. If he does not do so, his guardianship falls away and transfers to another guardian, or to the Sultan. We advise resorting to the judiciary to resolve the dispute.
