What is the ruling on a mother's work that involves going to the home of a man with special needs, being in seclusion with him, and buying him music CDs, movies, and unlawful food?

A Muslim must be gentle with their parents in giving advice and must not abuse them. They must obey them unless it involves disobedience to the Creator, and they must accompany them in this world with kindness.

It is not permissible for a woman to be alone with a non-mahram man, even if he has special needs, because it leads to temptation, and such seclusion involves forbidden looking and touching.

Furthermore, buying songs, movies, and forbidden food for others is prohibited because it is an aid to evil.

Therefore, the questioner must explain to her mother the impermissibility of being alone with this non-mahram man and the impermissibility of buying forbidden things for him. She should also remind her of the words of Allah Almighty: "And whoever fears Allah - He will make for him a way out And will provide for him from where he does not expect. And whoever relies upon Allah - then He is sufficient for him. Indeed, Allah will accomplish His purpose. Allah has already set for everything a [decreed] extent." (At-Talaq: 2-3).
