Is it permissible to marry a Muslim man who had previous relationships and intimate encounters before marriage, and is it valid for the fiancée to refuse to marry him despite her family urging her to forgive?

Attention should be given to the suitor's current state: Is he fulfilling his obligations, abstaining from prohibitions, and repentant of his past misdeeds, or not? If he is, then he is the desired candidate, for the Prophet (peace be upon him) said: "If someone whose religiosity and character you approve of proposes to you, then marry him." The past of a repentant person should not be dug up; rather, it must be concealed.

However, if he is a disobedient transgressor who has not repented, then do not agree to marry him, for Allah Almighty says: "The fornicator does not marry except a [female] fornicator or polytheist, and none marries [the female] fornicator except a fornicator or a polytheist, and that has been made unlawful for the believers." Ibn Kathir said: "'That has been made unlawful for the believers' means marrying chaste women to immoral men. The marriage contract with an immoral man is not valid until he repents." The suitor's condition can be ascertained through investigation, inquiry, scrutiny, and consultation.
