What must a wife do to annul a marriage contract in a non-Islamic country, where no Sharia judge is available, especially since her husband has been absent from her for nine months and does not fulfill her rights?

The wife's maintenance is obligatory upon the husband, and she is not obligated to provide for him, even if she is wealthy. It is bad for a man to neglect his wife and disregard her rights. She is permitted to take the matter to a Sharia judge or to those who act in his stead, such as Islamic centers, and request a divorce.
