Is the aforementioned relationship between the questioner and his female neighbor Islamically permissible, taking into consideration the nature of the relationship, which includes repeated meetings, material and moral support, and what might occur of kissing or hugging, along with the questioner's desire to abandon sins despite his current inability to marry?

It is necessary to marry the beloved if possible, for the Prophet, peace and blessings be upon him, said: "Nothing like marriage has been seen for those who love one another." If marriage is not possible, then the lover must fast, stay away from the beloved's dwelling, cut off all contact with her, and frequently supplicate and humble himself before Allah to avert evil and indecency.
