What is the ruling on the prayer of one from whom drops of urine continue to exit for two hours after urinating, and is it permissible for him to change his clothes only without washing the penis and thigh, and what is the ruling on his prayer while drops are exiting from him, and is it permissible for him to combine prayers?
If the urine stops for a time sufficient for purification (ablution) and prayer, then one must wait and pray within this time, while taking precautions, removing impurity, and performing istinja (washing the private parts) before prayer. This is the view of the majority of scholars.
The Malikis, however, hold that whoever experiences their impurity for half or more of the prayer time is considered to have perpetual incontinence (sils), and is not obligated to renew their ablution or purify the impurity due to hardship. It is not permissible to combine two prayers, as that is specific to the one with perpetual incontinence.
