The answer

Firstly: The discharge of feces into the external bag nullifies ablution. If the person has no control over its discharge, then their ruling is that of someone afflicted with incontinence ( سلس), so they must perform ablution for each prayer after its time has begun.

Secondly: The continuous dripping of urine after urination is not considered incontinence. Therefore, one must wait until the drops cease, then perform ' (ritual cleansing) and take precautions (to prevent soiling).

Thirdly: It is not permissible to pray while urine drops are still exiting if there is sufficient time for purification. Therefore, one must wait until they can pray with proper purification. Praying with certain purification takes precedence over praying in congregation.

Fourthly: This person's ablution is nullified by the discharge of urine because they are not afflicted with urinary incontinence. They must wash the impurity from their clothes before prayer. They can take precautions after urinating to prevent the spread of impurity.
