What is the Sharia ruling on renting a commercial premise that was nationalized and then re-rented by the state to the current lessor? Is it permissible to pay the rent to the original owner of the premise?

If the state seizes property for public interest and compensates the owner, there is no harm in renting it from the state or from someone who rented it from the state. However, if there was no legitimate justification for the seizure, or if the owner was not compensated, then the property is usurped (maghsub), and it is not permissible to rent it from the state. Rather, the rent must be paid to the original owner.
