It is permissible to work in an institution managed by an official who does not fear Allah, provided that the work does not involve anything forbidden by Islamic law or assist in it. This is supported by the Companions' work for Jews, as Ka'b ibn Ujrah worked for them and the Prophet, peace and blessings be upon him, appointed him, and Ali ibn Abi Talib, may Allah be pleased with him, worked for a Jew, and the Prophet, peace and blessings be upon him, did not disapprove of that. Furthermore, Ibn Qudamah explicitly stated the permissibility for a Muslim to hire himself out to a disbeliever for a permissible job, and the Permanent Committee issued a fatwa allowing this if the work is permissible.
