The answer

The of the majority of scholars is that is obligatory on the wealth of a child, an insane person, and those in a similar state, such as someone afflicted with senility. This is the preponderant opinion. Accordingly, the matter of this elderly person should be referred to the judge to appoint someone to manage his wealth and pay the zakat on his wealth at the end of each Hijri year, in accordance with the general statement of the Prophet, peace and blessings be upon him: "It is taken from their rich and given to their poor."
