Lightening the eyebrows and the area around them is permissible, as there is no text that prohibits it. It is not among the forbidden plucking (namṣ), nor does it involve altering Allah's creation. However, it is not permissible if the intention is to adorn oneself for non-mahram men or to deceive a suitor.
