Anesthesia of all types (nasal gas, acupuncture, local or general injection) does not break the fast of a fasting person because it is not food or drink, nor does it carry their meaning. An exception to this is nutritive injections, which do break the fast because they are in the meaning of food and drink. Similarly, inhaling something for resuscitation does not break the fast unless it is moist and something enters the stomach from it. The rule is that anything that is not food or drink, nor carries their meaning, does not break the fast. A mere sensation of taste in the throat is not taken into consideration. Likewise, kohl, eye drops, ear drops, and asthma inhalers do not break the fast.
