Is it permissible to dispose of the remaining amount allocated for the poor to meet personal needs while in debt?

The fundamental principle is that what is designated for one purpose may not be spent on another. Therefore, if a sum of money is allocated generally for the poor and needy, it is permissible for a needy person to take from it, provided he is not the one who gave the charity. However, if he is the one who gave the charity, it is not permissible for him to take from it, based on the hadith: "The one who takes back his charity is like a dog that returns to its vomit," unless the one who gave the charity reaches a state of necessity, as necessity permits the forbidden.
